I will be interested to see why it could be passed or failed all my proposals this cycle are pretty straight forward for 2026.
It should be passed but being straight forward will probably be your downfall. The junk that gets adopted without any substantiation is mind boggling yet common sense proposals or ones that clarify current poorly worded section of code seem to get rejected.

Yet outsiders write the code and none of the CMP members are employees of the NFPA.

In this case, the opposition was from the IAEI and since they represent the people doing the inspections, their opinions hold a lot of weigh with the CMP members.
CMP-8 didn't even agree with the submitter's Public Input but they voted to remove it this is the first cycle I am using the Jedi mind trick in my public inputs to gain clarity on some borderline language.

I am working in tandem with some other folks and we will make some great strides this cycle to improve the interpretations for the AHJ

The orginal proposal was submitted by Ryan Jackson for Mike Holt. Ryan wanted to clarify the support requirements. There was a lot of ink used to explain the change. One comment was the difference in supporting a 18” long 1/2 EMT vs 18” long 4” RMC
I still don't feel a 24" section of 4" RMC between enclosures would require any additional support.

The easiest fix would be the proposal of mine that they rejected. It said where there is an unbroken length of raceway between two enclosures, the conduit terminations shall be permitted to secure and support the raceway. When I proposed it, it was in the form of an exception.

I agree. Broken, unbroken it should not matter. The fact that the 18" rule lasted one code cycle shows how out of touch the CMP actually is. Requiring this nipple to have a support is ridiculous.
Yet that was the only code cycle that did not require the support. Part of the issue is that the existing rule is almost never enforced so too many believe that the 18" rule was requiring a support that was never required before or after the 2008 code.

This might be something then that needs either more attention or AHJs need an amendment for clarification or best option is everyone who matters and has read this thread should keep their mouths shut when training the next inspectors about this being a rule and then the status quo that you mentioned will be maintained longer.

I remember discussing that sort of thing one time in a CEU class, back when they first started playing with this rule in NEC. Question came up (facing reality type of question) of whether a strap on a ~3 foot length of RMC is supporting the raceway or whether the raceway is supporting the strap.

NEC has many places with one size fits all rules when in reality those rules don't always fit all. Even10 feet of 4 inch RMC often times is supporting any strap(s) more so than the strap(s) is supporting the raceway.
