nm cable in pvc

I was over ridden the other day on a call, need to know if I missed anything. (17) 12-2 nm cables in a 6ft long 2in PVC conduit, the cables sheath was removed prior to installation. 2 of the circuits serve kitchen small appliances.
my call wire ampacity based on 310.15 (B)(16) 30 amps. Wire ampacity to be reduced 50% 310.15 (B)(3)(A) 15 amps. Small appliance min amperage is 20 amps 210.52(B)(1). marking on wire required 310.120(B)(1).

Looks to me you overrode yourself... ???

I'm trying to fathom why 17 12/2 would be in a 2" conduit, stripped out of NM no less. Stranded #12 THHN? Two conduits so you dont have to derate to 50%? Why a 6' sleeve?

May be being used as a chase into a panel or J-box.
 
You cannot strip the sheathing of NM type wire and install in a conduit. It's not rated for such.
If the conduit is a sleeve you just leave on the sheath.

You are using the 2" PVC conduit as a chase???? Looks like all is fine except to not have stripped the sheathing of the romex. Who over rid and was reason given??

Your derating is incorrect, 17-12/2 cables is 34 CCC's which need a derating value of 40%.
 
That would be a wet location and kills the use of NM right there.

And if he replies that although the outside of the house may be wet, the EMT will keep the NM dry, show him the explicit NEC language that the inside of EMT run outside must be treated as a wet area.

300.9 Raceways in Wet Locations Abovegrade
Where raceways are installed in wet locations above grade, the interior of these raceways shall be considered to be a wet location. Insulated conductors and cables installed in raceways in wet locations above grade shall comply with 310.10(C).
Location, Wet. Installations underground or in concrete slabs or masonry in direct contact with the earth; in locations subject to saturation with water or other liquids, such as vehicle washing areas; and in unprotected locations exposed to weather.​ side of a house is unprotected from weather.
 
And each NM cable needs to secured, typically you would use a J Box with cable clamps, then transition to 12 THHN AWG. You derate from 30 amps for the 12.
