No ground

I'm changing a panel that was put in 40 some years ago. There is no equipment grounding conductor in panel. Panel is bonded, but there is a Disconnect outside by meter, so really this is a sub panel should have 4 conductors at panel instead of 3. Can I just use conduit as my equipment ground per 250.118 and separate the grounds and neutrals. This is a apartment building unit is on second floor.
 
If the raceway qualifies as an EGC it can be used as one. I agree that there should not be a bonding jumper in the panel.
 
How would I verify EGC. I'm just taking it for granted that when built four unit apartment building that they would conduit from Service .

Temporarily place an electrical load on it, after making sure you've tested that you have successfully isolated the neutral.

You should be able to either see or expose enough of either or both ends of each feeder to identify the wiring method.
