Not enough ligh in Attic - Bldg Inspector

I am hohome owner building my onw house in central NJ, Final inspection by electrical inspector was passed and approved, but when building inspector inspected house for final "CO" he believes light in Attic is not enough i Have HVAC unit and have installed one CFL bulb - one that uses 23 watt but output is of 60 watt. he asked me if i have final approval from elect. dept. showed him the approval sticker form elect. inspector and he was surprised. is building inspector just giving me hard time and what is the requirement of light in attic eg: watts ?

I don't know of any electrical code requiring a certain amount of lumens however there may be a local building code.
