Actually, the OCPD in the panel is superfluous if the generator has OCPD on it; which nearly all in this application do. 225.39 sets the requirement for the housing of the disconnect more than anything. If you take the time to read 225.39 then it states clearly that if you installed four 15A single pole breakers in an MLO panel in this application then you would have met the "60A disconnecting means" requirement in this install. It has nothing to do with protecting upstream conductors, it has to do with quickly shutting off loads. A switch can shut off loads. If it has an accessory, like glowing in the dark, wifi control, making waffles, or tripping under overcurrent conditions it is irrelevant.
 
For a 225 installation?

It sounds like people are saying I could install a 20 amp inlet wired with 12 AWG yet roll up any size generator and plug it into that inlet.

The conductors from the inlet to the panel must be protected within their ampacity either by compliance with tap rules or a breaker a breaker at the source.

maybe you could help by explaining what your point was, after reading again I really have no idea what you were trying to get at.

add: more posts on another page I did not read before posting this. I agree with a lot of what was said in those. The 60 to 200 amp building main disconnect would be pretty typical, even in an application with utility power with a standby generator, the overload protection for the generator is often part of or adjacent to the generator.
