i once had a little city inspector make me tie the ground bar and the neutral bar together with a piece of #6 bare ,this was in a new house ,200 amp panel,4 wire service,i didnt argue as this was in a little town that we did not usually work in,he also hooked his finger around the wire on every breaker and pulled hard on them then he said well everything looks good,LOL
