I know of no LOTO program that requires a one-line diagram. Recommend yes, require no.There is a 70E requirement and an OSHA requirement for LOTO.
One lines are also referenced in a round about way in 70E 120.2(B)(3).120.2 Deenergized Electrical Conductors or Circuit Parts That Have Lockout/Tagout Devices Applied

Up-to-date single-line drawings shall be considered a primary reference source for such information.
Maybe I should have said strongly recommended.Here is the 09 70E.
