I originally asked why neutrals where landed on the grounding bar, I missed the fact that there was a factory jumper between the two bars.

With the factory jumper being there I was wrong and there is no problem.

But some of the responses sounded to me as it would be OK with out the factory jumper also.

John your installation looks fine.

As to a permit, you did not replace the panel, you moved some breakers.

I doubt that many people would have pulled a permit to move some existing breakers in an existing panel. :roll:

Thanks for clearing my misunderstanding up.
With that knowlge it looks fine as it is. there is no need to seperate the grounds and neutrals, as I had said earlyer. for what you had to work with nice job.
