Permit for Residential Basement?

Refused a basement remodel in early '90's, owner didn't want a permit, "Just raise the taxes."
Three years later he gets transferred to the East Coast.

He can't sell his home as "finished basement" because there is no record of a "properly " finisnhed basement, i,e, no permit, no inspections.

I did a basement for a plumber friend of mine. I replaced the service as well. I pulled my permit for the work. They did not pull any building permit, nor plumbing permits. They were trying to pass it off as, "The basement flooded so we took down the drywall, replaced the insulation and put up new drywall." But really they built a few new walls, moved a sink from one location to another and had me install a few new receptacles, fixtures and switches.

When I got my rough inspection the inspector asked me, "Is there a building permit for this job?" I looked him in the eye and said, "I don't know what they're doing, I just want to make sure I'm doing the right thing."

My work passed inspection and I never heard anything about the town getting involved with any other aspect of that work.

Here, except for a few city and specific towns, the Electrician isn't required to 'pull a permit'.
We Are Required to get an Electrical Inspection.

So, if a homeowner or builder doesn't want to file a 'building permit', it has no bearing on us performing Electrical Work.
We would do the job and get an Electrical Inspection.
Our work is covered.

As a matter of fact, we, most of the time have no idea if a 'building permit' was issued.
