track down all the homeruns unstaple them, re-route them, and replace any that are too short, or just wirenut them in the panel...
That sounds like a lot of fun. Not! If you worked for me and you wasted your time doing that, we'd have to have a serious heart to heart.

Personally, I HATE to see splices in a panel and I will do (almost) everthing I can to avoid it. Plan ahead, move them up, whatever it takes. If it take more than a coulple splices, I would add a JB or two.

You plan on going back and taking a picture of it? Who cares if a splice is in the panel... You'll forget about it before you get home... Hope you dont do too many Reliance Gen-Trans... Splice City baby.

Depends on who the job is for, or how much money I am able to charge. If possible I would use terminal strips just to keep things neat. I've never used them for this application but I think it would work well and not take too much time. I always have avoided j boxes if not necessary. All they accomplish is moving a rat's nest from one place to another. Someone makes a special panel just for this purpose (cutler hammer I think) but I don't know the cost. It comes with a terminal strip mounted in the top of the panel for short hr's. All that said, 99% of the time, wire nuts in panel.
