Pigtailed Neutrals in Panel for Different Circuits?

To my mind, the biggest practical concern would be if the pigtail from the wire nut to the neutral bar was sized small enough that it might be mistaken for a single circuit neutral by someone who disconnects it without first verifying that all of the breakers feeding a wire in the nut have been turned off.

It also seems similar in some ways to the prohibited practice of putting two neutrals into one terminal on the neutral bar. In that scenario, even though the terminals may be rated for two wires, it is not allowed because removing a single neutral from the termination would at the same time interfere with the connection of the second neutral.

Good point. 408.41 I would say prohibits the install in the OP:

2011 NEC said:
408.41 Grounded Conductor Terminations. Each grounded conductor shall terminate within the panelboard in an individual terminal that is not also used for another conductor
Exception: Grounded conductors of circuits with parallel conductors shall be permitted to terminate in a single terminal if the terminal is identified for connection of more than one conductor.

My previous questions still stand if we replace the wirenut with a mechanical connector (Polaris-type). Then the install would comply with 408.41, and in my opinion with 200.4(A).
