What would prevent one from piping directly into these fixture @ one end and out the other? Splicing not allowed in fixture?

Nothing would prevent it as long as you're not pulling in other circuits and using the fixture as a raceway (unless so marked).

What would constitute using the fixture as a raceway? Pulling wires THROUGH it ? If you did not pull wires through it you would have to splice at each end of fixture ...in the fixture?? Or a box at each end?

You generally have to keep emergency circuits separate too. Not a fixture that has its own internal battery, but one supplied from a separate branch circuit from a generator and transfer switch.

The short answer is if the fixtures are all of the same switch leg they can be piped in and out.

They also make a strut channel raceway that you can have other conductors in. The strut has no holes in it and you can get end caps for it. This would allow you to install the different circuit conductors in the raceway but still fasten the fixtures end to end on the strut. A lot of small department stores use this method for aisle lighting. It makes it easy to keep your lights perfectly straight.
