What would constitute using the fixture as a raceway? Pulling wires THROUGH it ? If you did not pull wires through it you would have to splice at each end of fixture ...in the fixture?? Or a box at each end?Nothing would prevent it as long as you're not pulling in other circuits and using the fixture as a raceway (unless so marked).

Yes, aware of that. ThanksYou generally have to keep emergency circuits separate too. Not a fixture that has its own internal battery, but one supplied from a separate branch circuit from a generator and transfer switch.
I only mention due to the "EMB" designation on the 1st fixture.

If you can't splice in a fixture, how would it ever light up?Doesn't the fixture have to be rated/listed for splicing?
Also, how about two different circuits as shown below? Could you pipe in/out in that scenario?

410.64(C) Luminaires Connected Together.
Luminaires designed for end-to-end connection to form a continuous assembly, or luminaires connected together by recognized wiring methods, shall be permitted to contain the conductors of a 2-wire branch circuit, or one multiwire branch circuit, supplying the connected luminaires and shall not be required to be listed as a raceway. One additional 2-wire branch circuit separately supplying one or more of the connected luminaires shall also be permitted.
