Please help on replacing a regular Breaker with a GFCI Breaker

Greeting Pros,

I want to replace a regular circuit breaker with a GFCI Breaker.

My existing circuit breaker has only one wire in, which is a hot wire. Only one, no ground or neutral. The GFCI Breaker has 2 terminals and one pigtail. Please see the attached picture:

Obviously, I need to connect the hot wire to the LOAD POWER terminal. My question is where I should connect the pigtail to????? It says "PANEL NEUTRAL". I only see one bar inside the panel box, how do I know it is ground or neutral????

Greatly appreciated for all helps!!!!!
