My company recently took our PPE Arc flash protection (level 4) suit away and informed myself and another licensed electrician in NJ that we can't work on high voltage electrical equipment until we have ARC flash suit certification to even wear the equipment. Is this a NFPA requirement or just my company being over cautious ?

NFPA 70E, and OSHA, require a worker to be trained in order to be considered Qualified.
Retraining must be done every 3(?) years.
Each company is allowed to decided what the training is, how often it occurs, and if testing is required. Many companies want to see hands on training of tools, test equipment and PPE.

It's one thing if your company had taken away the level 4 suit and simply said you can't work on anything requiring that level until you get certification. But it's entirely different thing if your employer took the safety equipment away and tells you to still work on it.

It is a basic requirement to be qualified.
It is up to the company to decided what the qualified requirements are.

it's not a specific requirement in NFPA 70E. Seems dumb to take away PPE. Any energized work should require an Energized Work Permit anyway.
