Proper block wall anchors for tv mount

Wow, all these years I never knew that's how that tool worked. However, would it not work if you ran a nut and washer onto some rod, then threaded on the anchor. Place it into the hole and run the nut and washer up against the wall. Turn the nut and as the rod pulls out it expands the anchor in that manner, right? I think an experiment is due.
It would be difficult to keep the anchor from turning when you tighten the nut. If you could keep it from turning and if you could keep the washers tight against the wall, that would work.

I've used a long hex head bolt, nut, and washer... and it works to a degree. But I believe it does not set the anchor anywhere near as good as setting with hammer and set tool.
