Proper way to splice?

It looks like an Old small circuit Siemens ITE Panel with Sq. D Homeline Breakers in it.
You can tell by the 2 cover screws only on the bottom.

If it were a larger circuit panel, the cover screws would be on the sides, not the bottom.

The bonding jumper also looks like an ITE Jumper although the slot for the ground bar does not.

When splicing is done in the panel there must be adequate space for the splicing which there is in this panel. Also the grounding conductor must be bonded to panel metal parts which may be done in picture. Sheathing must be no more than 1/4” entering cabinet which is not done. Other problems in picture would be . Neutral wires bundled. Seems to have 3-wire hooked up to tandem type breakers which poses problem of overloading neutral wire if black and red wires are on same as haze. If they are in fact on opposite phases in photo then they should be on a common trip with a breaker tie. Unused opening at bottom of panel needs K/O seal. Also would look into working space requirements,and trying to tidy that panel up a little would not hurt.

From what I understand, SQ D Homeline breakers are not UL classified to be used in any competitive make of panel, only listed to be used in a Homeline panel.

First let me welcome you to the forum.

I ask you where you think there is a requirement to not have more than 1/4" of sheath inside the cabinet?

Neutral wires bundled? Are you talking about the ones twisted together then inserted into a terminal?
