It just gets worse in China. The province that produces 25% of China's coal is now experiencing horrendous floods including some floods that have caused landslides and railroad bridge collapses.
 

They have had five years since the hurricane damaged much of their electrical infrastructure but seem to have done little to date other than apply some bandaids.

The cost of electricity in PR already is about double what it is in the rest of the US (except maybe CA). Not surprising given that PR has no natural resources to speak of such as coal or natural gas with which to run generating stations so everything has to be brought in on ships.
Thought I read that the USA gave this country who pay no income tax close to a billon dollars to upgrade the.power & phone systems. Give them flashlighs. 97% of the Tylenol used to be made there and still might be. Our goverment gives that country & billon dollar J&J tax breaks to have manufacturing plants that should be here in USA by tax paying workers.
 
"That country" is the USA. And as to income tax, I seem to recall "no taxation without representation."
