Pull Box - Concealed / Hidden / Covered ?

In the course of a ceiling demo I have come across a pull box that had no splices, just #12 conductors passing through with no access ...without removing drywall. It would have been done in the 1980's

I read 314.29 as must be accessible, Boxes,conduit bodies ...

Correct that this is not currently proper?
