Pull box sizing!

Hello, Small job turned into a panel replacement. My inspector said he would ding me for a existing pull box that was undersized. I am not technically touching it replacing a panel above it. Want to make sure I am sizing it correctly.

Currently it is 3'x6" I get 3'x16.25" The distance from raceway conductors sharing same conductor will be greater than (2x6) 12" so I was not worried about the Length its more enough I believe.

could not find any exception for nipples since the whole top section is under 2'

See anything wrong with this. going through my book right now. Thank you guys.

Sounds like it shouldn't be involved in the scope of work at all.
 
He going to ding me for the PVC connector on the top of the 3R enclose not being watertight i bet.
