I don't think it mattes if the pullbox has splices or its just used as a pulling point.

it just has to be accessible not readily accessible

Same as an LB. Common sense really, if you have to pull wire out or more in, you need access. (Seen enough that weren't accessible, like when they build the deck over the cover)
