I now have enough information to have a conversation with the HO, and talk about what the options are.

Early (made by Bulldog) Pushmatic breakers often have a low (5 kA) or unlisted interruption capacity. If the power company has upgraded the neighborhood distribution, there may now be more fault current available than the old breakers/panel can safely interrupt, and what "ain't broke" when it was installed is broke now.
