question about underground conduit installation

Greetings,

I'm running new service to a detached garage. Everything is going in 1" rigid conduit with a LB box on the house side.

Question is does the LB box have to be a minimum height off the ground? My ideal position would leave the LB box just around 4 - 5 inches off the ground and I wasn't sure if that was exceptable.

I was going to contact the inspector to make sure as well.
