Question on 210.11(C) and 210.23(A)(1) & 210.23(A)(2)

Sorry if this is repeated, but my previous post seems to have dropped into the bit bucket...

I have read thru the posts on this subject and it seems to be unclear as to the requirements. Can someone say what it really is?

210.11(C)(3) says I need a 20 amp dedicated circuit for at least one bathroom receptacle.
The except allows 'OTHER EQUIPMENT' in the same bathroom to be run from this circuit as long as you comply with 210.23(A)(1) and (A)(2).

210.23(A)(1) and (A)(2) talk about not exceeding the permissable load.

Alls well in the world....BUT...

210.23(A) says that the 20 amp circuit "shall supply only the receptacle outlets"

Isn't this contradicting the exception for 210.11(C)?

I want to run the whole bathroom from that dedicated 20 amp circuit.
Thats Plugs (only 2 GFI protected), Lights (4 recessed cans and 1 mirror light) and Fan.


Am I wrong in trying to do this????????
