Raceway from panel

Is it Kosher to run a raceway of 3" PVC conduit from the top of a panel up through the top plate of a wall for future NM cables to an unfinished upstairs?

The reason is to avoid having to fish individual cables through the wall after it is closed.

If it is acceptable, can the conduit be terminated with a Terminal Adapter with a bushing on the threads.

The panel is fed from the bottom.

It's okay, as long as that conduit exits the top, and it's at least 18" long. Seal the end. I do it every time I install a flush panel under an open attic.

You mean use a terminal adapter with a bushing on the threads and close it with something like GB duct seal?

The room has a knee wall so I was thinking about a 90 degree elbow at the top to make it even easier to pull the cables.
 
Weeeel it looks like the panel can't be flush mount, Can't penetrate the ceiling and the cables have to be secured within 12" of exiting the raceway so that shoots down my eyedear.

Right?
 
What about running a conduit into a larger pull box with an access cover? Maybe 12''x12''x6". this way your box and conduit are sealed. For that matter why not use smaller conduits like 1'' and run afew into 4 11/16'' boxes with blank covers , you could pull thhn later then splice to NM.

That is exactly what I have done... 5 3/4" EMTs to a 12x in a convient location...all (spare)wires already pulled, landed and tagged - If I never have to open my panel again, that'll be swell ;)

That section only applies when you have cables in that pipe. You're talking about running an empty pipe. There's no code section covering that at the moment. To use that pipe in the future, you'd need to install a box on the end at the time you are going to actually use it.

Yes I have and I have to tell you a few things 1) throw out the milk it is past the experation date. 2) get some better toilet tissue, that stuff you are taking form the job site out house is to rough. 3) what is that gunk on the counter in the kitchen? 4) lastly get better dog food your poor dog is not happy eating that stuff, it is upsetting his stomach.

I agree with your logic. The possible violation begins when someone installs a cable within the conduit in the future. For now, if the conduit is sealed or terminates in a box at the other end there is not violation.

IMO Article 312 shouldn't be considered here. The OP is talking about a panel(Art. 408). The defintion of a panel doesn't fall under what Article 312 talks about. Article 312 covers cabinets, cutout boxes and meter socket enclosures. Not PANELS!

To the NEC a 'panelboard' is actually the buss bars and such, those items are covered in 408. The enclosure that contains the panel is covered in 312.
