Re-identifying grounded and grounding conductors in a cable assembly

Sorry for a re-post, but my follow-up question got buried in the thread, so here it is..

Others here pointed me to 200.6 and 250.119 about whether it is OK to re-identify an ungrounded conductor as a neutral or an EGC when it's a part of a cable assembly.

So I'm reading the exceptions now and trying to understand what "Where the conditions .. ensure that only qualified persons" means -- industrial/commercial only?

"Where the conditions of maintenance and supervision ensure that only qualified persons service the installation, [grounded or EGC] conductors in multiconductor cables shall be permitted to be permanently identified at their terminations at the time of installation."

Yes as written, the exception is referencing a scenario where the electrical system is and any activity with it is supervised e.g. manufacturing plant.

Does not apply to a commercial building such as an office building in the sense that it is commercial
 
Thank you.. So, not to beat this to death, but does this essentially mean that if I have a 12/4 MC on the truck, I could not use it as 12/2/2 on a residential or a commercial job by reidentifying one of the hots as another neutral?

Correct there would be no supervision in either scenario. Any one could be used as a serves provider.
