Circuits go from 120/208v panel to relay panel then from relay panel to receptacle. That's how it's wired.I don't see 18awg running to a receptacle in your link. Probably 18awg is only used for the relay control circuit.

My question is I don't think you run 600V #12's to the receptacle from the relay panel. Think you run low voltage #16 or #18.

The link you posted doesn't show any receptacles. It only shows relay controls. Your low voltage wiring is between your relay panel and the relay controls.
