First you would still need an outlet adjacent to the sink.
After that, as long as it is installed legally, I see nothing wrong in regards to NEC.
However, the NEC is designed for safe and proper electrical installations. No matter how hard we try and protect them from electricity, we cannot protect them from their own stupidity(as in allen's example of the W/H raceway). Maybe we should, however, limit the possibilities of such as much as possible.
In respect to this outlet, I would personally would not install it. Mostly because I can't think of the proper response to the fire chief when he asks me what I was thinking.
