Receptacle under panel

I was looking through the code and the forum and couldn't find where code specifically requires a 120 volt receptacle under a panel.

Around here the AHJ require it but I would like to know if it is required by code.
 
Is he using 210.52(G)?

I do not see where it would specify it be under a panel or it even requiring a panel in these locations

You need to politely ask for a code reference to this otherwise made up requirement.

Is this for temp power meter release? If so then I could see him wanting it.
 
We usually install them at the panel to satisfy the section that Mike posted, 210.52(G), when the panel is located in the grage or basement. As Bob said this is not a requirement. We just put them there for simplicity.
