What is the application? and where? This forum is worldwide. Different countries, different requirements. I assume USA since you referenced the NEC. lighting requirements are a part of the building codes, not the NEC AFAIK.
The GSA has requirements for their buildings, roadways have different requirements, Here are a few...

Thank you for reply, the locations are: Control Room, Generator Room, Pump Room, Electrical Room and Mechanical Room inside technical building

Off the top of my head I can give you some numbers to work to for estimating and initial layout.

These figures will be maintained footcandles,maintained is arrived at by calculating new fixture output by a .75 maintenance factor,that being said your initial design should be based on right out of the box to get your fixture layout/placement which will then degrade to the given values below.

Control Room, 40fc dimmable to 10-15fc
Generator Room, 30 fc,,,,,,,40fc vertical on control panel surfaces
Pump Room, 10-15fc
Mechanical Room,10fc
MCC Room,30fc

Industrial fluorescents are the norm and the Gen.Room may need some High Bay MH or Merc.,depends on architecture design and spec.

Don't forget egress lighting,in an industrial application Battery Wall Packs are a good way to go,however,some clients request backup UPS systems.

As noted you need to get a current copy of the IES standards as the trend has been less value on lighting level for energy conservation.

Info, 1fc = 11lux if you are designing to that medium.

How are lighting levels picked? How can I change them?

Go to Lithonia.com -- click on "resources" -- click on "Visual" -- down load VISUAL BASIC -- SHOULD BE FREE. --Get a lithonia catalog from electrical supplier who sells lithonia fixtures or order catalog from Lithonia -- then you can easily select/design lighting for a basic square or rectangular room -- it allows you to click on button an get basic recommended lighting levels. -- just a little effort and you are ready to go --
