Off the top of my head I can give you some numbers to work to for estimating and initial layout.
These figures will be maintained footcandles,maintained is arrived at by calculating new fixture output by a .75 maintenance factor,that being said your initial design should be based on right out of the box to get your fixture layout/placement which will then degrade to the given values below.
Control Room, 40fc dimmable to 10-15fc
Generator Room, 30 fc,,,,,,,40fc vertical on control panel surfaces
Pump Room, 10-15fc
Mechanical Room,10fc
MCC Room,30fc
Industrial fluorescents are the norm and the Gen.Room may need some High Bay MH or Merc.,depends on architecture design and spec.
Don't forget egress lighting,in an industrial application Battery Wall Packs are a good way to go,however,some clients request backup UPS systems.
As noted you need to get a current copy of the IES standards as the trend has been less value on lighting level for energy conservation.
