110.21 A in the 2017 NEC is a new section dealing with reconditioned equipment:
Reconditioned Equipment. Reconditioned equipment shall be marked with the name, trademark, or other descriptive marking by which the organization responsible for reconditioning the electrical equipment can be identified, along with the date of the reconditioning.

Reconditioned equipment shall be identified as “reconditioned” and approval of the reconditioned equipment shall not be based solely on the equipment’s original listing.

Does reconditioning apply when motors are rewound?
 
I suspect that the intent is to cover remanufactured equipment that is sold in that state to a new owner rather than equipment repaired on behalf of the original owner. That is not what it says, but it aligns with the fact that only equipment which is newly installed will be seen by an inspection.

There is precedent, although not an identical situation, in DOT regulations about marking of recapped/retreaded tires for vehicles.
 
AFAIK other then some hazardous location motors, most aren't listed anyway, or at least aren't required to be listed.

Correct, for 1-D-2 locations we always used standard TEFC motors unless the motor had an accessory that would preclude that - such as a thermal switch or something else that could cause a spark.

IIRC, division 1 requires a motor listed for that use.
