A megger can detect faults that a simple multi meter cannot.

and fingers are being pointed as to who is responsible for a poorly installed MC splice that failed.
Open circuit type of failure isn't likely to be detectable with megger, or if it is could be detected with any ohms setting where ground fault failure is something you may detect a problem early with a megger.Conjecture for sure on everyone's part since we don't know exactly what the failure was.
