I have exactly that situation and put in these Racro floor outlet. The trim flange is big enough that it's not an issue for the flooring guys to work around.

I like them because you can plug into them and close the lid leaving the cord emerging from a slot in the lid.
I used those just a week ago. One was under a rug, and having the plug recessed inside was nice

Same purpose or not IMO calling a catwalk a hallway is a stretch.
I agree, or at least I want to agree. Like I said, practical vs technical.

If I was AHJ, no way would I make somebody put a floor receptacle on a catwalk.

But if AHJ told me to put on there, I wouldn't argue.

I could easily flip a coin on it and be content with the outcome

Here is another option, but a little odd. A floor nozzle box. These are on floorboxoutlet.com
There is a variety on there, some are pricey.

I would use plug mold along the bottom, there are some pretty good looking options.

I took over a log cabin job at the very end because the original contractor never showed back up, and the HO was closing in two days. They failed their final because of the bannister receptacle. (lack there of) Floor was exposed downstairs ceiling. All I could do is have the carpenter build a wood box around the receptacle box, and cover the wire with a piece of trim. Inspector passed the job then.
