One possibility is for masts supporting a service weatherhead. But that may also be just a POCO policy.
Possibly fire pump wiring?
The one tagged 3000...from cellar level CT, down. My engineer sad no although he didn't seem all that positive.
There are any number of parallel paths for the grounded conductor current on the line side of the service disconnect. I don't see the path created by the use of metallic service raceways as an issue. I have seen issues with the code required parallel path via the TV cable shield and via metal underground water piping systems.I still don't understand why PVC isn't used. Rigid gives a parallel neutral so it would seem like it is better to have pvc. I guess there have never been bad effects from the rigid so they still require and , no doubt it is stronger
