Romex above ceiling

I can't say this for sure, but I was told the reason NM isn't allowed above a suspended/drop ceiling in other than a dwelling is because sometimes the area above the dropped ceiling is used for air return. NM can cause fumes if in a fire.

I always thought it related more to being subject to physical damage.

Let me get this straight, When there is a change over from a suspended ceiling to a hung sheetrock ceiling imagine a divider line. On one side of the line (removable ceiling tile)no NM cable due to not having a 15 minute finish and being accessible. The other side of the line (permant hung sheetrock ceiling) 15 minute finish is installed and not accessible because of the imaginary line and is code worthy for the NM cable. I can reach both sides of the imaginary line from the same location one side is good and the other is not. This does not make any sense.
