see this here is an issue, the water does get inside at the ends and wicks into the paper NM liner very far.
This can happen from wind blown rain, and not just submergence? If so, I may need to revise my opinion. But I would think you could check for that by remove a little more sheathing at each end and seeing if the paper is dry.

I see it from the real world. :)
