those ballast disconnects are only rated for 3 amps.

This was a DIY, no telling what the guy had in mind.

It fits well with the equipment ground connection![]()
appears to be connected by the panel mounting screw and looped counter-clockwise....
if there's a short the ballast disconnect will probably melt before the ground fails![]()

hmm, maybe he saw them at homedepot and thought they were 2 pole wagos. They come already plugged together in the package.....
i am curious, if you were to pull that romex out of the conduit, if there is an inline splice with another one. The romex is yellow going into the pipe, what color is it where it comes out?![]()

You can muddy it up and add all kinds of things to the question, but the answer remains yes.
