I have never dealt with this, specifically. I would guess there are few of us here who have. I am sure many of us have been on jobs where the Construction Manager, or the Mechanical contractor has, but the situation where we would need to put something large on the roof would be rare.
That said I would recommend you talk to your favorite GC and your largest mechanical contractor, or do some research on rigging companies. For even shorter lifts than this, I have seen a Mechanical use a helicopter to fly stuff up.
As often with your questions (which are quite valid) the variables make it hard to answer. I am now guessing this is an existing building with an elevator. And a few hundred feet of conduit would not be impossible to haul up to the roof. The wire, would be a much bigger challenge, but planning, like putting a pull box on the floor below, pulling from there and then feeding to the roof is one option.
