I never use Se cable here in NYC . Is this permitted this is out side on the load side of meter. Main service switch is located inside

Yes it's permitted by the NEC. There are some limitations when installed in a raceway like fill (53%), above ground only, and 5X bend radius if installed in a conduit body.
 
I'm assuming you also need an approved connector. And this isn't acceptable
