Section 210.52(D) Bathrooms

This code says "In dwelling units, at least one receptacle outlet shall be installed in bathrooms within 900 mm (3 ft) of the outside edge of each basin. The receptacle outlet shall be located on a wall or partition that is adjacent to the basin or basin countertop, or installed on the side or face of the basin cabinet not more than 300 mm (12 in.) below the countertop."

Can anybody tell me when this code became effective? The bathroom project in my house was done in 1993, with the permit still open. And I am selling this house now. There is only one outlet, but two basins (one within 3', the other 5'). The town's inspector agrees that if this code was established after 1993, he would give me a pass. But he is not sure. Does any body know? Thanks very much.
