Project has a 400a 480v 3p 4w service. The meter disconnect and meter sit outside. The service disconnect sits inside building. We are installing a new generator/ats. The ats is proposed to go outside. Will a new service disconnect need to be installed between meter and ATS because we are installing the ATS outside.

Not if your ATS is service-rated, which I strongly recommend.
230.82 does not include a non-service rated ATS as equipment allowed ahead of the service disconnect so, as Larry notes, your ATS needs to be service rated or you will need a service disconnect ahead of it.
Note that the addition of a service rated ATS might require relocation of your grounding electrode conductors and make your existing service panel a "subpanel" requiring neutral-grounding separation.
