Does anyone know if it is or isn't legal to put a ground rod on either side of a feeder for a house. Basically having your grounding system straddel the feeder.

You use of the term "feeder" has me a bit confused. Please refer to the definition of "feeder" and "service conductors" and perhaps you might be able to better describe your question?

Doesn't make any difference as long as you can drive them to the full depth.

As long it is connected within the load end of the service drop or laterial and not past the service disc. means
250.24 Grounding Service-Supplied Alternating-Current Systems.
(A) System Grounding Connections. A premises wiring system supplied by a grounded ac service shall have a grounding electrode conductor connected to the grounded service conductor, at each service, in accordance with 250.24(A)(1) through (A)(5).
(1) General. The connection shall be made at any accessible point from the load end of the service drop or service lateral to and including the terminal or bus to which the grounded service conductor is connected at the service disconnecting means.
