Sensor can't handle motor current unless it would be a pretty low power motor, like maybe 1/8 or 1/10 HP or less.

If line voltage is wired to thermal sensor, will failure to start occur, or just sensor damage?

Usually the peckerhead has a terminal block like this in it

Here’s a 9-wire motor, configured for low voltage, with 2 yellow sensor wires.

A 3-wire sensor with 9-wire motor, and no terminal block, may look like a 12-wire motor.
