The best way I've seen is usually impractical, each has his own pump--2 pumps in the same well

But personally I'm furnishing 4 dwellings plus some occasional other usage, approx 200' deep well, probably 3/4 or 1 hp pump, approx $30 per month electric bill, rates are around $0.12 per kwh including fees and taxes. I had originally planned to install meters at each dwelling and bill tenants per gallon, when I saw how cheap it was to run pump I never bothered (10 years ago was $18 per month)

What is the reason for sepparating?

Having a comunity well serving five and six homes is very common. Just properly size pump and pressure tank.

Sounds more like reinventing the wheel,

One of the biggest problems that can happen though is if the owner of the well don't pay his electric bill and power is shut off, nobody has water. Or if well fails and owner don't want to fix it, can't afford to fix it, etc. everyone is still without water. All the agreements in the world don't change the fact there is no water in either case. Water is probably back on somehow before any litigation is ever settled if anyone takes that route and the only thing left to litigate is damages.
