I hadn't considered what would happen if you put a grounded metal box around conductors underwater.

I think the same thing is supposed to work for RF in air but my experience disagrees.

It's an interesting question.

RF wavelengths are so short that the MEs and EEs collaborate on the enclosures. Various sorts of springy fingers and copper wool are used to seal the RF signals inside the box--something like weatherstripping on a door.
