My feelers would start to tingle if I got close to this project. You have heating requirements, light and ventilation, seperation between a group R and a group U. Is it really a detached garage with a bedroom or is it a guest house, that may not be allowed, with a garage?
To answer the original question, I would say no, they do not need to be interconnected. I would treat it as an efficency dwelling unit (UBC 310.9.1.6).
