Yes, you need E stop/panic button
A public pool I built in NJ in 2012 required it. Must be visible.
Local rule? 680.41 does not specifically require E stop/panic button, just a way to shut down the pump(s) that is clearly identified and with certain vicinity of the spa. E stop/panic button type of control may be the most commonly chosen method though.

In GA, it’s part of the pool construction code.

That from NFPA, IBC, etc. or something local?

Since this site primarily about NEC - NEC doesn't require E-stop/panic type device, other codes or amendments could still apply in some places though.
