Local rule? 680.41 does not specifically require E stop/panic button, just a way to shut down the pump(s) that is clearly identified and with certain vicinity of the spa. E stop/panic button type of control may be the most commonly chosen method though.Yes, you need E stop/panic button

That from NFPA, IBC, etc. or something local?In GA, it’s part of the pool construction code.

Since this site primarily about NEC - NEC doesn't require E-stop/panic type device, other codes or amendments could still apply in some places though.
