What makes those "ultra quiet" bathroom exhaust fans quieter then a cheap fan of similar CFM? They usually have a larger blower wheel and run at a lower speed, which those two items together make most of the quietness happen.

And in most, if not all, cases, the noise at any speed will increase if you use exhaust piping that is smaller, longer, or has more bends than the installation guide calls for.

exactly. Even if the unit has a 4 inch outlet collar, sometimes increasing to 6 inch duct will make a difference, especially if there is (even just) one elbow
